U.S. lawmakers seek to bar new travel to Cuba

(Reuters) - Members of the U.S. House of Representatives launched an effort on Tuesday to prevent new travel from the United States to Cuba, one of the first legislative attempts in Congress to thwart President Barack Obama's move to normalize relations with the Communist-ruled island.
A House Department of Transportation appropriations bill introduced on Tuesday included a provision barring the use of funds to facilitate new scheduled air transportation originating from the United States if any such flights would land on or pass through any property confiscated by the Cuban government.
It also included a passage barring the use of any funds covered in the bill to issue licenses or operating certificates for any vessel that had docked within 7 miles of a port on property confiscated by the Cuban government within the previous 180 days.
If passed as part of the transportation bill, the provision would effectively keep the U.S. government from recertifying any airline or cruise line if it were to travel to Cuba, a committee aide said.
Representative Mario Diaz-Balart introduced Tuesday's measure. The Florida Republican is a Cuban-American and a leading opponent of Obama's effort to shift U.S. relations with Havana.
"U.S. law prohibits tourism in Cuba, and U.S. law also allows for those whose properties were confiscated by the Castro regime to sue those who use, or benefit from using, those confiscated properties," Diaz-Balart said in a statement, referring to the government of former Cuban President Fidel Castro.
The measure is expected to face opposition in Congress, where another group of lawmakers has introduced legislation seeking to repeal all restrictions on travel to Cuba.
The bill introduced on Tuesday could lead Obama to veto what is considered a must-pass appropriations bill. 
Obama announced on Dec. 17 that he would move toward more normal relations with Cuba after more than half a century of enmity.
That announcement was met with strong resistance from many members of Congress, especially Republicans, who say Cuba must protect human rights for its citizens and make other changes, including sending U.S. fugitives to face trial, before Washington ends more than 50 years of trade restrictions.
In January, the Obama administration issued new regulations that eased several restrictions on trade with Cuba, including permitting more travel by Americans to the island. U.S. airlines, including United Airlines Inc [UALCO.UL], Delta Air Lines (DAL.N) and JetBlue Airways (JBLU.O), said they would look into adding service.

Clandestine Arms Shipment Arrives in Cuba

The Chinese vessel, Da Dan Xia, carrying 15 containers of heavy weaponry that had been hidden as a grain shipment, arrived in Cuba last night.

The shipment was discovered in Cartagena, Colombia on February 28th and held by the authorities (under a veil of secrecy) for over two months.  It consists of 100 tons of explosives, 2.6 million detonators, 99 projectile heads and around 3,000 artillery shells.

It is now at the Port of Mariel, which is owned by Almacenes Universales, S.A., a shadow company of the Cuban military.

Evidence continues to accumulate that the shipment was actually being smuggled -- by the Cuban military -- for FARC narco-terrorists.

After all, an arms shipment between China and Cuba would have been legal, if conducted with transparency. Instead, the parties chose to illegally conceal the weapons shipment.

So why did the parties go to such lengths to conceal a shipment that could have otherwise been legal?

And, as The Wall Street Journal's Mary O'Grady asked in her column this week -- why won't the Colombian government reveal what the ship was supposedly dropping off in Cartagena, if not weapons?

Some of the comments to O'Grady's column raise other interesting points:

"With only about four decades working with ships and their manifests (the proper term, not bill of lading) there is no way this was not done without complicity with the authorities in all the countries involved (Cuba, China, and Colombia)."

"What an exercise in stupidity from the Cubans and Chinese, who are covering for FARC... Here; Coming from the Pacific via the Panama Canal you exit into the Atlantic at Colon, you have to take a hard right (starboard) to go to Cartagena, Cuba is N-NW relative on a straight course, you don't go to Cartagena from Colon unless you mean to..."

Clearly, a shipment of weapons for a terrorist group -- with the support of the Cuban regime -- would have hampered President Obama's pre-conceived removal of Cuba from the state-sponsors of terrorism list.

Thus, the silence.

Cuba: Among Worst-of-the-Worst on Press Freedom

The renowned NGO, Freedom House has just released its annual report, Freedom of the Press 2015.

The world’s 10 worst-rated countries and territories were Belarus, Crimea, Cuba, Equatorial Guinea, Eritrea, Iran, North Korea, Syria, Turkmenistan, and Uzbekistan.

Sadly, Cuba scored even worse than such nefarious violators as Iran and Syria.

Hamas is going to great lengths, including training in Malaysia, to recruit potential terrorists and execute terror attacks against Israelis, a report reveals.
Hamas has been recruiting and training Palestinian students in Malaysia to become terrorists upon their return to their homes in Judea and Samaria, Haaretz reported Tuesday.
Citing a Shin Bet (Israel’s Security Agency) report, Haaretz said Hamas is training Palestinians from Judea and Samaria, studying in Malaysia, to carry out terror attacks under the auspices of Hamas’ armed wing.
The report is based on a Shin Bet account of Hamas activity in Malaysia, which was part of a recent indictment against a Hebron resident who was arrested in February upon his return home from the southeast Asian, predominantly Muslim country. In the indictment filed to an IDF Military Court in March, Waseem Qawasmeh, 24, was charged with belonging to and transferring funds for a banned terror organization.
Qawasmeh said he swore allegiance to the terror organization while studying at the Islamic University in Kuala Lumpur, where he was recruited by a top Hamas activist in the university’s student association.
According to the report, the recruits were expected to return home to act as undercover operatives and messengers for already-established Hamas networks in Judea, Samaria and Gaza.
Hamas dismissed the report. “The Shin Bet’s accusations… are baseless; they are mere lies,” Hamas said in a statement. Hamas said the security agency’s claims were intended to ratchet up pressure on Palestinian students abroad.
“The Israeli accusations are aimed at preventing West Bank students from traveling abroad to pursue their studies and providing a justification for their arrest upon their return,” the terror group said.

Not the First Such Report

A similar report about Hamas activities in Malaysia surfaced after Operation Protective Edge, during which IDF forcescaptured several hundred terrorists. One of them, under interrogation, revealed that Hamas terrorists were receiving advanced para-gliding training in Malaysia so that they could infiltrate Israel by air in order to kidnap and murder Israelis. The terrorist who confessed said he belonged to a 10-man team.
A Shin Bet spokesman said at the time that the details of their investigation demonstrate the extent of the efforts and resources that Hamas invests in bolstering its military capabilities. “Hamas goes to incredible lengths to carry out attacks against Israel,” he declared.

Despite several Israeli attempts on his life, Hamas commander Mohammed Deif is alive and operating in full force to restore the organization’s terror capabilities.

Hamas’ military commander Mohammed Deif is still alive and directing Hamas’ terror operations in Gaza, despite multiple Israeli assassination attempts, Israel security officials cleared for publication on Wednesday.
Reports indicate that Deif, 51, whom Israel tried assassinating most recently during Operation Protective Edge, recovered from his supposed injuries and resumed directing Hamas’ efforts to replenish its weapons stockpiles and build new terror tunnels. Deif’s wife and two children were killed in the assassination attempt, the fifth by the IDF.
He is also reportedly working to strengthen ties with Iran in order to obtain funding and weapons for the Izz ad-Din al-Qassam Brigades, Hamas’ military wing.
A related report reveals that Hamas had a meticulously planned infiltration plan that the terrorists intended to carry out during the first week of the summer war, but it was vetoed by Hamas’ political leadership.

Israeli President Reuven Rivlin warned about the negative consequences of unilateral international initiatives to resolve the Israeli-Palestinian conflict.
Israeli President Reuven Rivlin, meeting with U.S. Ambassador to Israel Dan Shapiro, stressed the importance of a return to direct negotiations with the Palestinian Authority (PA) and warned about the negative consequences of unilateral international initiatives to resolve the Israeli-Palestinian conflict.
The PA officially joined the International Criminal Court in April, with the goal of bringing war crimes charges against Israel. In his meeting with Shapiro, Rivlin also voiced his concerns about the emerging nuclear agreement between world powers and Iran, Israel Hayom reported.

Israeli Rescue Teams Fight to Save Drowning Palestinians

Israeli medical teams treat Jewish and Arab patients equally. Most recently, they struggled to save the lives of two Palestinian men, who unfortunately drowned.
Two Palestinian men in their 20s drowned on Tuesday afternoon in a pond in the Jordan Valley despite efforts by Israeli volunteers to rescue them.
“Two teams of Israeli volunteer rescuers arrived on the scene immediately from Samaria and from the Jordan Valley,” Netanel, a regional search and rescue unit volunteer from Judea and Samaria, said. “Our special aquatic team managed to locate and pull the unconscious Palestinians from the water and began resuscitation attempts.”
The tragedy occurred after a group of young Palestinian Arabs went for a swim in one of the natural ponds of the northern Jordan Valley.
When two of the swimmers disappeared, the others contacted local Israeli Security Forces, who summoned civilian and IDF search and rescue units.
The medical team administered CPR until a Palestinian Red Crescent ambulance arrived to ferry them to a Palestinian Authority hospital, where they succumbed to their injuries.

Long Track Record of Treating Palestinian Patients

This is by no means a singular event. Israeli hospitals and medical teams have a long track record of treating Palestinian patients, in many cases free of charge.
IDF medical teams and Israeli civilian emergency units from communities in Judea and Samaria regularly treat local Arabs, often after car accidents, for a broad array of ailments and injuries. Walking to an IDF checkpoint or to the front gate of an Israeli community for medical treatment is common practice among Arabs living in the Palestinian Authority (PA)-administered territories.
On April 1, 2014, for example, an IDF medical team treated 20 wounded Palestinian Arabs after a serious car crash. Last December, a car accident in the region involved three seriously injured Palestinian Arab women who were treated by an IDF medical team at the scene. They required more extensive care and were transferred to Hadassah Medical Center in Jerusalem.
Rambam Health Care Campus in Haifa provides medical care to hundreds of patients from Gaza and the PA-administered territories year round; 650 children and teenagers were treated there throughout 2013.
During Operation Protective Edge last summer, as terrorists in Gaza were firing on Israeli citizens, patients at Rambam included three adults and eight children from Gaza as well as three adults and two children from the PA, in addition to seven patients from the PA in outpatient clinics.
A report published by Israel’s Coordinator of Government Activities in the Territories (COGAT) shows that 219,464 Palestinian patients received medical treatment in Israeli hospitals during 2012, including 21,270 children.
