The Cuban succession conjecture pastime began in earnest in 2006 when an aged and ailing Fidel Castro transferred power to his younger brother Raul. With General Castro now 86 years old, the speculation continues as to whom, in the younger generation of Cuban military officers and political apparatchiks, will succeed him.
In Cuba, Raul Castro is seeking to perpetuate the power of the communist regime around a military-party-dynastic succession. It is a succession my colleague Dr. Pedro Roig has labeled as “a supreme manifestation of tragic insolence” that seeks to give continuity to the Marxist catastrophe recycling its offspring. It is a fragile succession of questionable legitimacy offering only freedomless lives. It is a succession that presumes that the also aging historical exiles will simply fade away.   

They miscalculate; there is a less noticed Cuban succession taking place north of Havana that juxtaposes the one on the Island. It is the Cuban-American succession from first wave anti-Castro exiles to their American sons and daughters.

My generation - of the aging heroes of the urban resistance of the 1960’s, of the Bay of Pigs invasion, of the uprisings in the Escambray mountains, of the Pedro Pan exodus- is also transferring its 58 years old quest for a democratic Cuba to the next generation.

It is a generation in prime adulthood of U.S.-raised and educated professionals exceling in every field of human endeavor. By way of  example, in the Washington political establishment, it is the generation typified by the cohort of Senators Marco Rubio (R-FL) and Ted Cruz (R-TX) and Representatives-elect Alex Mooney (R-WV) and Carlos Curbelo (R-FL). Alongside Senator Bob Menendez (D-NJ) and Representatives Albio Sires (D-NJ), Ileana Ros-Lehtinen (R-FL), and Mario Diaz-Balart (R-FL) there are eight Cuban-Americans serving in the U.S. Congress.

Cuban-Americans make up less than ½ of 1 percent of the U.S. population, yet they make up 3 percent of the U.S. Senate and more that 1 percent of the U.S. House of Representatives. They speak for four states and both political parties. Even more remarkable is the fact that all Cuban-American representatives, regardless of party affiliation or state representation, speak with a single voice regarding Cuba and its future.

My generation may not have succeeded in ridding Cuba of the Castro regime, but in our unplanned succession we have succeeded admirably in transmitting love of country -for both the U.S. and Cuba- and democratic values to our sons and daughters. Ours is a vision of a democratic Cuba that they will continue to articulate, sometimes in broken Spanish, but eloquently and passionately.

Those inheriting our struggle, unlike their counterparts in Cuba, understand freedom as a state of being, and a state of consciousness. They apprehend the free flow of information, economic freedom, human rights, political liberty, transparency, freedom of speech, and empowerment of the individual as a way of life. Their freedom fighting tactics may differ from ours, but these are values they will not repudiate by embracing Cuba’s tyrannical collectivism.

We are passing the torch to a generation that understands instinctively that economic well-being is a consequence of freedom, and that to value freedom is an insightful philosophical and moral achievement. Also, in dramatic contrast with their counterparts in Cuba, it is a generation that has acquired the American ethos that public servants are not enlightened messianic emissaries.

It is a generation that grew up listening to our stories of a lost country and has learned from us the lessons of Pericles as he sought to inspire the Athenians during the Peloponnesian War: “Make up your minds that happiness depends on being free, and freedom depends on being courageous.” Their love of freedom honors us.

José Azel left Cuba in 1961 as a 13 year-old political exile in what has been dubbed Operation Pedro Pan - the largest unaccompanied child refugee movement in the history of the Western Hemisphere.

He is currently dedicated to the in-depth analyses of Cuba's economic, social and political state, with a keen interest in post-Castro-Cuba strategies. Formerly, a Senior Scholar at the Institute for Cuban and Cuban-American Studies (ICCAS) at the University of Miami, Jose Azel has published extensively on Cuba related topics.

In 2012 and 2015, Dr. Azel testified in the U.S. Congress on U.S.-Cuba Policy, and U.S. National Security.  He is a frequent speaker and commentator on these and related topics on local, national and international media.  He holds undergraduate and masters degrees in business administration and a Ph.D. in International Affairs from the University of Miami.

José along with his wife Lily are avid skiers and adventure travelers.  In recent years they have climbed Grand Teton in Wyoming, trekked Mt. Kilimanjaro in Tanzania and Machu Pichu in Peru.  They have also hiked in Tibet and in the Himalayas to Mt. Everest Base Camp.

They cycled St. James Way (
El Camino de Santiago de Compostela) and cycled alongside the Danube from Germany to Hungary. They have scuba dived in the Bay Islands off the Honduran coast.

Their adventurers are normally dedicated to raise funds for causes that are dear to them.

Google’s Broken Promise to Cubans

The company denies access to a pro-democracy website, blames the embargo.

During his March 2016 visit to Cuba, Barack Obama raved about an impending Google-Cuba deal “to start setting up more Wi-Fi access and broadband access on the island.” Greater access, he predicted, would mean “more information [that] allows [the Cuban people] to have more of a voice.”
Eighteen months later Mr. Obama’s forecast looks worse than a hollow platitude. Google has become a supplier of resources to the regime so that Raúl Castro can run internet at faster speeds for his own purposes. Meanwhile the company appears to be wholly uninterested in the Cuban struggle for free speech, as the island democracy project “Cuba Decide” learned last month. 
Google started out making big promises to Cubans. In a March 2016 blog post, Brett Perlmutter, “Cuba Lead” for Google Access, boastedthat the company was “thrilled to partner” with a regime-owned museum, featuring a Castro-approved artist. “New technologies and improved internet access can . . . help harness a country’s creativity and ingenuity,” Mr. Perlmutter wrote without the slightest irony. 

By then Google must have understood that the dictatorship had no interest in mass internet access. In July 2015 the Miami Herald reported that Mr. Perlmutter had visited Cuba and pitched a proposal to build an island-wide digital infrastructure. The government reportedly rejected the proposal and warned of internet imperialists seeking to “destroy the Revolution.”

In December 2016 Google sealed a deal with Castro’s monopoly telecom company (and internet service provider) Etecsa to put Google servers in Cuba. Google fired up those servers in April, emphasizing the improvement they bring to viewing video because they allow Google to store content locally. A fiber-optic cable from Venezuela has also increased internet speeds. 

Access is another matter. The internet in Cuba remains tightly controlled and, according to the 2017 “Freedom in the World” report, the regime has “cracked down” on “diverse independent digital media” and often blocks “critical blogs and websites.” 

The report noted some of the creative ways that Cubans get around Etecsa’s blocking, including the use of virtual private networks. But that doesn’t work when Google is blocking access. 

Rosa María Payá is the daughter of the late award-winning Cuban dissident Oswaldo Payá. He was killed, most likely by the regime, in a suspicious 2012 car crash. In 2015 Ms. Payá launched Cuba Decide, a project calling for a national plebiscite to ask Cubans if they want free elections and free speech. In the Miami Herald in March, Cuban-exile writer Jose Azel called the project “a strategic tool” to “spotlight . . . the people’s prerogative . . . to decide their form of government.”

Yet Cubans cannot access the Cuba Decide website, and Google is to blame. 

On July 22 Ms. Payá tweeted “google joins censorship in Cuba,” along with the screenshot of the Google error message that Cubans get when they try to go to her website. I retweeted Ms. Payá’s tweet, noting “Google bows to Cuban censorship.”

Mr. Perlmutter’s response was not only condescending and arrogant. It was lazy. “id [sic] do more research,” he tweeted, accusing me of trafficking in “fake news,” and by extension slapping down Ms. Payá. “Definitely nothing to do w Google,” he wrote in a follow up tweet. “This type of error is generated by Chrome often when sites are blocked bc of US embargo.” 

Mr. Perlmutter did not cite any provision of the U.S. embargo that requires the blocking of a nonprofit citizens’ initiative—because there is no such provision. On Wednesday a Google spokesperson told me “we can’t say for sure what’s causing the issue with that site but it isn’t something we’re doing on our end . . . If you want more details, I recommend you check with the ISP.” 

By Friday the company was no longer blaming the ISP. Instead, Google told me—in a paradox that must be delicious for Castro—that it is Cuba Decide’s use of Google’s Project Shield that is causing the problem. The shield is offered at no charge for “news sites and free expression” against “distributed denial-of-service” attacks. When it is used, it triggers the use of Google’s App Engine even if Google is not the website’s host—which it isn’t in this case—and Cubans cannot access the site.

The company claims this is because of sanction restrictions, i.e., the embargo. But there is no reason to block a website that exists purely to promote freedom and civic participation. If Google wanted to advance the cause of free speech it could have reached out to Ms. Payá to find a solution rather than fire off a snotty tweet. 

Google told me that Mr. Perlmutter’s Twitter comments “do not represent an official Google position.” It said they were made “before all the facts of the specific situation were known.” Talk about fake news.

The intellectual folly of centralized economic planning and governmental economic interventionism presumably died with the fall of communism that began with the revolutions of 1989 and the subsequent dissolution of the Soviet Union. And yet, the American left continues its lovemaking with the long dead idea of state interventionism in economic affairs. El Nuevo Herald contributor Orestes Rodriguez has poignantly labeled this love affair as ideological necrophilia.   The cadavers of central planning remain unburied in countries like China, Vietnam, North Korea, and Cuba, but their intellectual decomposition is evident.
How then do we explain the popularity of governmental economic interventionism revealed, for example, by the youthful support for 2016 socialist presidential candidate Bernie Sanders? The wide-ranging evidence of the failure of collectivism is ignored by Mr. Sanders and his followers. Overlooking all empirical evidence, Mr. Sanders, who elected to honeymoon in the old Soviet Union and has expressed admiration for Fidel Castro, is a sincere believer in an intrusive, coercive, paternalistic state as a way to advance societal goals.

An explanation of  how we often use simplifying heuristics (something like a rule of thumb) to make judgments ignoring all empirical evidence is offered by Daniel Kahneman, who received the 2002 Nobel Prize in Economic Sciences for his pioneering work on decision making. Professor Kahneman asks us to consider Steve; an individual who has been described by his neighbors as follows:

“Steve is very shy and withdrawn, invariably helpful but with little interest in people or in the world of reality. A meek and tidy soul, he has a need for order and structure, and a passion for detail.”

Is Steve more likely to be a librarian or a farmer?

Most of us recognize in Steve the stereotypical characteristics of a librarian and will probably decide heuristically that Steve is indeed a librarian. In doing so, we ignore the relevant statistical considerations. If we think about it, we would probably realize that there are far more male farmers than male librarians in the United States.  A bit of research will reveal that there are more than 20 male farmers for each male librarian.  Our biases have led us to decide mistakenly that Steve is likely to be a librarian when the statistical evidence is that he is more likely to be a farmer.

Mr. Sanders and his followers, argue paternalistically that the coercive power of government must be used to directly address social problems. Yes, we all want to live in a just society, but charging government with bringing about say, a predetermined distribution of holdings, can only be accomplished by violating individual rights. The paternalistic expanded government sought by Mr. Sanders requires diminished liberty and injustice.

Even if it were possible to achieve, for one instant, a desired distribution of holdings, such a distribution would immediately begin to break down by individuals choosing to save in different measures, or to exchange goods with each other. Continuous interference with our liberties would be required to take from one person the holdings that others choose to transfer to them.

If under the logic of some socialistic felicific calculus, certain goods are to be guaranteed to some individuals, then other individuals must be coerced to pay for those goods. This conception of rights is inherently unjust requiring that the state treat some individuals differently from others.

Socialist paternalism also embodies the view that ‘other’ people cannot be trusted to make good decisions about their lives, thus requiring government to step in. Notice that it is only other people that cannot make good decisions.   We do not want government to make decisions about our own lives.

Idealistic young students demonize business as a self interest pursuit that encourages and rewards selfish behavior. It does not follow that business is about exploiting customers. In a free enterprise system, profits result, not from harming customers, but from innovation and creating superior value.

I ponder this as I observe students around campus wearing Bernie Sanders T shirts, playing games on their capitalistic iPads, and arguing with their parents, on their capitalist iPhones, about why they should be free to spend their parents’ money.

José Azel left Cuba in 1961 as a 13 year-old political exile in what has been dubbed Operation Pedro Pan - the largest unaccompanied child refugee movement in the history of the Western Hemisphere.

He is currently dedicated to the in-depth analyses of Cuba's economic, social and political state, with a keen interest in post-Castro-Cuba strategies as a Senior Scholar at the Institute for Cuban and Cuban-American Studies (ICCAS) at the University of Miami and has published extensively on Cuba related topics.

In 2012 and 2015, Dr. Azel testified in the U.S. Congress on U.S.-Cuba Policy, and U.S. National Security.  He is a frequent speaker and commentator on these and related topics on local, national and international media.  He holds undergraduate and masters degrees in business administration and a Ph.D. in International Affairs from the University of Miami.

José along with his wife Lily are avid skiers and adventure travelers.  In recent years they have climbed Grand Teton in Wyoming, trekked Mt. Kilimanjaro in Tanzania and Machu Pichu in Peru.  They have also hiked in Tibet and in the Himalayas to Mt. Everest Base Camp.

They cycled St. James Way (
El Camino de Santiago de Compostela) and cycled alongside the Danube from Germany to Hungary. They have scuba dived in the Bay Islands off the Honduran coast.

Their adventurers are normally dedicated to raise funds for causes that are dear to them.
